The Monitoring, Evaluation, Reporting and Learning (MERL) Tool is the Ministry of Environment, Climate Change and Forestry's platform for collecting, managing and analysing climate and environmental data at national and county levels.
By linking activities to outputs, outcomes and long-term results, it lets the Ministry and its partners track progress, assess effectiveness and show how policies and interventions translate into environmental, climate and socio-economic benefits.
